Go ahead for estate regeneration

Long-awaited approval for the second half of a beleaguered £100m regeneration scheme for Rayners Lane Estate has finally been granted.

Housing association Home was given permission by Harrow Council's strategic planning committee to construct 162 houses and 177 flats as part of a staged overhaul of the entire estate in South Harrow started in 2003.

The properties earmarked for demolition or revamp, to make way for modern accommodation, lie in Rayners Lane, Maryatt Avenue, Coles Crescent, Eliot Drive and Austen Road.

The plan has run into delays and residents have complained that their living conditions have deteriorated while waiting to be rehoused, with some even criticising the quality of the workmanship on the new properties.

Relations between the residents and Home have eased somewhat in recent months after the intervention and diplomacy of Harrow West MP, Labour's Gareth Thomas.

Home's application - for phases E to H to complement completed phases A to D - was one of a number passed by the planning committee on Thursday July 24.

The others were:

Redevelopment of 34 flats and 12 houses in three- and four-storey blocks at 93 and former mortuary and parks deposit site in Peel Road, Wealdstone;

Clubhouse for Belmont Youth FC at William Ellis Sports Ground, Camrose Avenue, Edgware;

Redevelopment of former car park to block of 37 flats at North Side Car Park, Greenhill Way, Harrow;

Temporary buildings at Rooks Heath College for Business and Enterprise, Eastcote Lane, Harrow, and

Eight flats at The Old Coachworks, on land to the rear of 1-7 Whitefriars Drive, Harrow Weald.

Committee members opted to defer an application to convert the former The Case Is Altered pub in High Street, Wealdstone, into 24 apartments in three blocks between four and six storeys in height.

They wished to postpone a decision in order to make a site visit and address concerns about the refuse collection arrangements.
